Whitehead Environmental Solutions (Whitehead E. S.) is an environmental consulting firm serving Texas, New Mexico, Oklahoma, and Central Florida (Tampa/St. Petersburg and the area along I-4 to Lakeland).

Whitehead E. S. specializes in environmental due diligence services including Phase I Environmental Site Assessments (ESAs), Phase II Investigations, remediation, and regulatory closure, storm water pollution prevention plans (SWP3), and spill prevention, control, and countermeasure plans (SPCCs). We also provide FLIR camera/Optical Gas Imaging (OGI) inspections for Leak Detection and Repair (LDAR) at oil and gas sites in Texas, Oklahoma, and New Mexico.

In Texas, we work through the following Texas Commission on Environmental Quality (TCEQ) remediation programs Corrective Action, Voluntary Cleanup Program (VCP), Innocent Owner/Operator Program (IOP), Petroleum Storage Tank (PST), and the Municipal Setting Designation (MSD).  For oil & gas sites, we also work with the Railroad Commision of Texas (RRC).

Our staff has successfully worked on numerous contaminated real estate deals in urban areas such as service stations, dry cleaners, strip centers, auto repair, and industrial facilities.  Our expertise and great working relationship with the TCEQ has resulted in the closure of many industrial facilities with challenging environmental concerns such as Exide Battery, dry cleaning plants, General Cable, RSR, Phelps Dodge, and Univar USA.. Many of these properties in Texas were cleaned up, closed through the TCEQ, and redeveloped into apartments for residential use or new strip centers and restaurants. Whitehead E. S. can expertly navigate you through key regulatory programs like the VCP, IOP, Corrective Action, PST, and MSD. We can also assist you with the early stages of the TCEQ Dry Cleaner Remediation Program (DCRP). Once in this program, TCEQ will designate one of their pre-approved contractors to complete the work.

As a note, MSD is a Texas program that prevents use of groundwater in a designated area and eliminates the respective groundwater Protective Concentration Levels (PCLs) or cleanup levels at sites.  As a result, the MSD significantly increases the critical cleanup levels for soil and groundwater, which is generally a big “game changer”.  The MSD must be pre-approved by the City in which the site is located, certified by TCEQ, and included in a Texas remediation program such as VCP or Corrective Action.

S. is experienced in assessment of properties in Texas, Oklahoma, and Florida, collection/evaluation of sample data, finding regulatory solutions, and working with TCEQ and Florida Department of Environmental Protection (DEP) staff and managers to complete the closure process. Meet Michael Whitehead, your dedicated environmental consultant with over 35 years of professional experience. With a master’s degree in soil science from the University of Florida, Michael has worked in various roles as a consultant and business owner, providing the expertise you need to navigate environmental challenges.

PROVEN TRACK RECORD

Michael has successfully remediated and closed contaminated properties through Texas regulatory programs such as Superfund, VCP, Innocent Owner/Operator Program (IOP), Corrective Action, and Dry Cleaner Remediation Program (DCRP). He has personally worked on and closed more than 125 Texas Risk Reduction Program (TRRP) cases and LPST cases, demonstrating his commitment to protecting your investment.

His extensive experience allows him to advocate effectively for clients, ensuring successful project completion.

With an excellent working knowledge of TRRP and a great track record with TCEQ case coordinators and managers, Michael acts as an advocate for Whitehead E.S. clients. He loves regularly speaking and guiding real estate professionals, discussing solutions for buying and selling contaminated properties.

When he’s not advocating for clients, Michael enjoys gardening, exercising, and playing basketball. He is married with two adult children, balancing his professional and personal life with passion.

Brandi Lofland

Brandi has a Bachelor of Science in Environmental Science and a Master of Science in Biological Sciences from Texas A&M University – Commerce in Commerce, Texas.  She has over four years of environmental consulting experience and is 40-Hour HAZWOPER Certified.

Her professional experience ranges from environmental due diligence and environmental compliance assistance. Brandi’s roles have ranged from conducting site assessments and due diligence investigations to closure of affected properties through local, TCEQ, and RRC regulatory programs (such as Voluntary Cleanup Program, Municipal Setting Designations, Innocent Owner/Operator Program, and Leaking Petroleum Storage Tank). In addition, Brandi has developed and implemented several remediation techniques, including floating free product abatement, microbial bioremediation, land farming, and chemical injections.

Brandi particularly enjoys assisting landowners with corrective action and remediation needs. She strives to develop cost-effective and straightforward strategies for clients that also meet the expectations of the TCEQ, RRC, or local municipalities.  Brandi strives to deliver efficient and quality products to all clients.

A native North Texan, Brandi currently lives in the Dallas area with her husband and two dogs.  She loves her animals, traveling, running, embroidery, and anything outdoors.

Amanda Pechacek, P.G.

Project Manager

Meet Amanda Pechacek, your dedicated Project Manager. With a Bachelor of Science in Geology from Texas A&M University and a Master of Science in Geology from Texas Christian University, Amanda has over nine years of environmental consulting experience. As a Professional Geoscientist and a Texas Commission on Environmental Quality (TCEQ) and licensed Corrective Action Project Manager (CAPM), she is well-equipped to help you navigate environmental challenges.

Danielle has a Bachelor of Science in Geology from the University of Wisconsin – Madison in Madison, Wisconsin, and a Master of Science in Geology from Baylor University in Waco, Texas.  She has over three years of environmental consulting experience and is a certified Geoscientist in Training as well as 24-Hour HAZWOPER Certified.

Her professional experience ranges from environmental due diligence and environmental compliance assistance. Danielle’s roles have ranged from conducting site assessments and due diligence investigations, to guidance and closure of affected properties through Texas Commission on Environmental Quality (TCEQ) regulatory programs (such as Voluntary Cleanup Program, Corrective Action, Municipal Setting Designations, Innocent Owner/Operator Program, and Leaking Petroleum Storage Tank).

Danielle particularly enjoys developing working relationships with her clients and assisting landowners with environmental issues related to dry cleaning operations and gasoline service stations.  She strives to develop cost-effective and straightforward strategies for clients that also meet the expectations of the TCEQ or local municipalities.  Danielle strives to deliver efficient and quality products to all clients.

As a Midwest Native, Danielle currently lives in the Twin Cities area of Minnesota near her family. She loves reading, cooking, crocheting, biking, and anything outdoors.
